The **fs-observation-policy plugin**: it records observed presence or absence and adds read-before-edit plus guarded write/edit on top of the `ctx.fs` provider contract ([`@deepseek-ai/dsh-fs`](../fs)) — through the `fs/*` event gate, **NOT** through a method service.
